Because rates and exemptions change, we do not print a figure
The short answer
When a property is sold, the Department of Lands and Survey (DLS) charges a registration fee, set as a percentage of the property’s value under the Land Registration Fees Law and its fee tables1. The basis is usually the DLS administrative value or the declared price under DLS rules. The buyer usually pays it, lower rates and exemptions apply in some cases, and payment can be made electronically2. Rates and exemptions change by cabinet decision, so check the current table with DLS before you sign.
How the fee is worked out
Exemptions and reductions: needs checking
Governments have offered exemptions for some apartments, for example by size or for first homes, through cabinet decisions with start and end dates. We could not confirm which exemption, if any, is in force on 31 Oct 2026, so we do not print a size or a rate. Ask DLS whether your purchase qualifies on the day you register.

How people usually think about it
- Many buyers think the fee is on the price they agreed. DLS uses its own basis, often the administrative value, which can be higher.
- People often quote an old percentage or exemption from social media. Rates and exemptions change by cabinet decision.
Common misunderstandings
- “There is always an exemption for small apartments.” Exemptions have come and gone with cabinet decisions; check whether one is in force on your date with DLS.
- “The seller always pays the registration fee.” The buyer usually pays the registration fee; the seller usually pays the sale tax. Contracts can split costs differently.
