What Residential A, B, C and D mean for a plot in Amman.
At a glance
- Residential A (سكن أ): larger plots, wider setbacks, lower building percentage; villas and low-density homes.
- Residential B (سكن ب): medium-large plots, a little denser.
- Residential C (سكن ج): smaller plots and higher density; many apartment buildings.
- Residential D (سكن د): the smallest plots and highest density in the residential scale.
Broadly, A allows the lowest density with larger plots and setbacks, and D the highest.
The short answer
Zoning (تنظيم) decides what can be built on a plot and how much. In Amman, the Building and Zoning Regulation sets residential classes A, B, C and D, plus other classes such as commercial, agricultural, green and special housing12. Broadly, A allows the lowest density with larger plots and setbacks, and D the highest. The official class of a plot comes from the zoning plan at Greater Amman Municipality or the local municipality, not from a listing.
The residential classes in general
- Residential A (سكن أ): larger plots, wider setbacks, lower building percentage; villas and low-density homes.
- Residential B (سكن ب): medium-large plots, a little denser.
- Residential C (سكن ج): smaller plots and higher density; many apartment buildings.
- Residential D (سكن د): the smallest plots and highest density in the residential scale.
- Other classes in the regulation include commercial, agricultural, green areas, popular housing and special housing12.
What the class controls
The regulation ties each class to rules on minimum plot size and frontage, setbacks from the street and neighbours, the share of the plot that can be built, the number of floors and the height12. These numbers change with amendments and special decisions, so we do not print them here. Get them from GAM for your plot.
How to find a plot’s official class
- Ask GAM or the municipality for the zoning information for the plot (by plot and basin number).
- Check the DLS site plan and registration for the plot.
- Do not rely on the class written in an advertisement: on Hagzi, the “residential class” on a listing is what the seller entered.
How people usually think about it
- Many buyers price land by area alone. The class decides how much you can build, so two plots of the same size can be worth very different amounts.
- Sellers sometimes describe a plot as one class when the plan says another. Always check the official plan.
Common misunderstandings
- “Residential A is always the most valuable.” Value depends on the area and the demand as well; A allows larger homes but less building per plot.
- “The listing tells me the zoning.” Only the municipality’s zoning plan is official.
