How to apply for a building permit
In Amman, open the municipality’s form, say whether you are the owner or an engineering office, and send the attachments the form asks for.

Who this is for
The owner, or an engineering office. The building-permit form and the occupancy form both ask you to choose one of those.
Where to go
Greater Amman Municipality, building e-services Outside Amman, the municipality of that area issues the permit. This form is the Amman one.
Steps
- Open the building-permit form. The page names the 2025 amendment to the buildings and planning regulation for Amman, No. 13 of 2025, and links submission guidance.
- Choose the service, the building use, and answer the site questions (street surface, high-voltage, a transformer, the Disi line, and whether a building is to be demolished).
- Say whether the applicant is the owner or an engineering office. Attach what the form asks for that use. The page links the electronic-audit instructions and the plan specifications.
- For an occupancy permit, open the occupancy form. Choose a new permit or a renewal, and the building type: residential, commercial, industrial, offices, or mixed use.
- If you cannot finish it online, call the unified centre on 102 or 117180.
What to take
The form says the attachments depend on the building use, and it links the guidance. It does not print one fixed list on the page, so this page does not invent one.
Fees
The form pages checked on 31 Oct 2026 do not print a fee. Ask the municipality, or read the fee on the application itself.

Also on the official pages
- The municipality’s e-services list includes a demolition permit at the owner’s request. The list does not print the steps. Open that list or call 102.
- The occupancy form names the Department of Antiquities, Civil Defence and the Jordan Engineers Association as bodies on the file. Use the call centre above rather than a person’s mobile.
- A clearance for property tax (musaqafat) is a different paper. The Lands and Survey FAQ says it is part of the clearances for a sale, with the exceptions on the sale page.
Questions
Is this the same as checking a permit before I buy?
No. The guide “check a building permit” is for a buyer. This page is for filing a new permit or an occupancy permit.
